Camping on sidewalk 400 block W. c St

Homeless person sleeping up against and tying all his belongings to a pole from a parking meter that my laborer needs to remove on the North side of the 3100 block of El Cajon Blvd. He did not feel comfortable removing it until the homeless person has been removed or asked to leave the location where our existing pole needs to be taken out. The laborer placed a cone on the pole for the time being.

Recycle bin not completely empty. It is too small for my needs and am waiting for a larger one. The last 3 pickups my bin has only been partially emptied and I need the space to manage my recycling.
